The eBay listing form stops working, or the bulk tool will not load, or the page hangs at a spinner, and you have inventory to list. The instinct is to try the same thing again, harder. The better move is to work through a short sequence that eliminates the common causes in order of likelihood, so you either fix the problem or route around it without wasting the afternoon.
This is a troubleshooting order, not a diagnosis of a specific bug. It covers what to check and in what sequence. It does not describe the layout of any eBay tool or page, because those change, and a walkthrough of a form that has been redesigned since this was written would be worse than no walkthrough at all.
Step one: check whether it is you or eBay
The first question is whether the listing tool is broken for everyone or broken for you. These are different problems with different fixes.
eBay runs status pages and posts outage notices through its community announcements. If the listing tool or Seller Hub is experiencing a platform-wide issue, eBay will typically acknowledge it through those channels. A quick check of the eBay community announcements page or a search for current eBay seller outage reports will tell you whether other sellers are reporting the same problem.
If the platform is down or degraded, the fix is patience. Platform-side issues resolve on eBay’s timeline, and no amount of browser troubleshooting on your end will change that. Note the time, check back in an hour, and do the parts of your work that do not require the listing form: photography, research, packing shipments.
If no one else is reporting the issue, the problem is likely on your end, and step two applies.
Step two: browser basics
Most eBay listing issues that are not platform-wide are browser issues. The listing form is a complex web application, and complex web applications are sensitive to browser state.
Clear the cache and cookies for ebay.com. This is the single most effective fix for listing form problems that are specific to your browser. Stale cached scripts, expired session cookies, and leftover data from a previous version of the form can all cause the page to behave unexpectedly. Every major browser has a way to clear cached data for a specific site without clearing everything.
Try a different browser. If you normally use Chrome, try Firefox, or the other way around. If the listing tool works in a different browser, the issue is specific to your primary browser’s state, extensions, or settings. That narrows the problem and tells you the platform is functioning.
Disable browser extensions. Ad blockers, script blockers, and privacy extensions can interfere with the listing form. eBay’s listing tools use scripts that some extensions flag or block, and the result can be a form that loads but will not submit, or a page that never finishes loading. Try the listing form in an incognito or private window, which disables most extensions by default, to see if an extension is the cause.
Check your internet connection. A slow or intermittent connection can cause the listing form to time out or hang. If other sites are loading slowly or failing, the issue is your connection, not eBay’s tool.
Update your browser. An outdated browser may not support features the listing form relies on. This is less common than it used to be, since most browsers auto-update, but it is worth confirming if nothing else has worked.
Step three: account and listing-specific checks
If the form loads but will not let you complete a listing, the issue may be with the listing itself rather than the tool.
Category restrictions. Some categories have listing restrictions based on seller performance, account age, or verification status. If you are listing in a category you have not used before and the form will not submit, check whether the category has requirements you have not met.
Item specifics requirements. eBay has been expanding required item specifics across categories. A listing that would have submitted a year ago may now require fields that were previously optional. If the form is flagging errors or preventing submission, check whether there are required fields you have not filled.
Listing limits. New and lower-volume seller accounts have listing limits. If you have hit your monthly listing allocation, the tool will not let you create new listings until the limit resets or you request an increase. Listing limits are visible in Seller Hub.
Account holds or restrictions. If your account has a hold, a restriction, or an outstanding action required by eBay, some functions may be limited. Check your seller dashboard for any alerts or required actions.
Step four: the alternatives on eBay’s own platform
If the primary listing form is not cooperating and you need to keep listing, eBay offers other paths to the same result.
The Seller Hub bulk listing tool is a different interface for creating and revising listings. The same is true in reverse: if the bulk tool is down, the single-listing form may still function.

What not to do
Do not keep submitting the same form hoping it will go through. If the form failed once, it will fail again for the same reason, and repeated submissions can sometimes create duplicate draft listings that you will need to clean up later.
Do not assume the tool is permanently broken because it is broken right now. eBay’s tools have intermittent issues that resolve, and a form that will not load at ten in the morning may work perfectly at two in the afternoon. Check back before you redesign your workflow around the outage.
Do not switch to a paid third-party tool in the heat of the moment because the free tool is having a bad day. Evaluate third-party tools when you are not frustrated and can assess them clearly. A subscription signed up in the middle of an outage is a subscription you may not need once the outage resolves.

The troubleshooting order is: check whether the problem is platform-wide, try the browser basics (cache, different browser, extensions, connection), check account and listing-specific causes, and if the primary tool is still not working, use one of eBay’s alternative listing paths.
